Key Bills in Parliament’s Budget Session 2025

Parliament’s Budget session, starting Friday with the Economic Survey 2024-25, will see the introduction of 16 key bills, including the Finance Bill 2025 and amendments to laws governing waqf, banking, disaster management, and maritime trade. The session will also witness Finance Minister Nirmala Sitharaman presenting her eighth Union Budget, closing in on Morarji Desai’s record of 10.

Waqf (Amendment) Bill
Expected to be a contentious issue, the Waqf (Amendment) Bill proposes 44 changes to the management of Muslim charitable properties. Originally introduced in August 2024, it was referred to a Joint Parliamentary Committee (JPC), which recently submitted its report. The JPC accepted 14 recommendations from ruling party members while rejecting 44 from the opposition, sparking fresh controversy.

Finance Bill 2025
While there was speculation about a new Direct Tax Code overhauling the Income Tax Act of 1961, sources indicate it may be introduced separately later. However, the Finance Bill will still bring key tax reforms and will be crucial for implementing budgetary proposals. Amendments to banking laws will also be introduced, aiming to improve governance, investor protection, and ease of financial transactions.

Maritime & Infrastructure Bills
Several laws will modernize India’s maritime sector, including the Bills of Lading Bill, Coastal Shipping Bill, and Merchant Shipping Bill, 2024. Updates to the Oilfields (Regulation and Development) Act will refine laws on oil exploration and extraction, while the Boilers Bill will introduce stricter safety regulations.

Disaster Management Reforms
The Disaster Management (Amendment) Bill proposes shifting disaster planning responsibilities to central and state-level authorities, improving coordination and response times.

Other legislative measures include a bill on aviation sector financial security, proposed amendments to immigration laws, and renaming the Institute of Rural Management Anand as Tribhuvan Sahkari University.
