The transactions involved contracts with "Global Military" and "Northrop Grumman" for the sale of 155mm shells, with a British military cargo plane making five trips from Pakistan to deliver arms to Ukraine via Cyprus and Romania. The contracts, signed on August 17, 2022, allegedly occurred during the Pakistan Democratic Movement's rule, which ousted the Imran Khan-led government in April of that year. Notably, then-Army Chief Gen Qamar Javed Bajwa retired in November 2022, distancing from Khan and calling for a halt to the Russian invasion in August 2022.

The report contends that a USD 232 million contract went to Global Military, while Northrop Grumman secured a USD 131 million deal, both purportedly expiring in October 2023. BBC Urdu claims deliveries took place on a British military cargo plane from Nur Khan Air Base, with flights to Cyprus and Romania coinciding with the Russia-Ukraine conflict. State Bank of Pakistan data allegedly indicates a 3,000% surge in arms exports in FY 2022-23, reaching USD 415 million, up from USD 13 million in the previous fiscal year.

Earlier reports suggested that secret Pakistani arms sales to the US for Ukraine influenced an International Monetary Fund (IMF) bailout. The purported involvement in a conflict where Pakistan faced US pressure to pick sides raised questions. Foreign Office Spokesperson Mumtaz Zahra Baloch dismissed as "baseless and fabricated" claims that Pakistan provided arms to secure IMF support.
