India’s Foreign Minister S. Jaishankar has squarely blamed Pakistan’s Army chief, Field Marshal Asim Munir, for triggering the recent India-Pakistan military confrontation, calling him the ideological inspiration behind the April 22 Pahalgam terror attack in Jammu and Kashmir.
Speaking to Dutch broadcaster NOS, Jaishankar described the attack, which claimed 26 lives, mostly civilians, as a “barbaric, religiously motivated massacre.” He alleged that the terrorists deliberately targeted victims after identifying their faith, aiming to disrupt the region’s tourism economy and ignite religious tensions.
“This was no random act,” he said. “It was driven by an extreme religious outlook, which mirrors the ideology of Pakistan’s top military leadership.”
The 100-hour conflict that followed saw both nations exchange missile fire. India responded with Operation Sindoor, a series of precision strikes on terror camps across Pakistan and Pakistan-occupied Kashmir. Pakistan retaliated with missile and drone strikes, most of which were intercepted. The ceasefire on May 12, claimed by U.S. President Donald Trump as a diplomatic win, was, Jaishankar clarified, “entirely bilateral.”
In a separate interview with De Volkskrant, Jaishankar dismissed Pakistan’s denial of involvement in terror operations, citing the open presence of UN-sanctioned terrorists like Hafiz Saeed and Masood Azhar.
“They operate in broad daylight. Their addresses are known. Let’s not pretend Pakistan is unaware,” he said.
Ten members of Azhar’s family were reportedly killed in Operation Sindoor, which remains “an active mission,” according to Prime Minister Narendra Modi. India has suspended the Indus Waters Treaty and warned of further action unless Pakistan dismantles terror infrastructure and returns illegally occupied Kashmiri territory.
“Our doctrine has changed,” Jaishankar stated. “Terror will meet force.”
