Uttarakhand Ready To Implement Uniform Civil Code

The Committee tasked with formulating the Uniform Civil Code (UCC) in Uttarakhand has completed its discussions and is set to submit its recommendations to Chief Minister Pushkar Singh Dhami in the form of a booklet. If accepted, the UCC could be implemented in the state by November 9, coinciding with Uttarakhand's Foundation Day.

Uttarakhand could become the first state in India to enact the UCC after the state's assembly passed the bill in February, and it received Presidential assent from Droupadi Murmu in March. The UCC aims to bring all citizens, regardless of religion, under a unified set of rules for personal matters like marriage, divorce, inheritance, and adoption.

Key provisions of the proposed UCC include establishing a common marriageable age for women, granting Muslim women adoption rights, banning practices such as halala and iddat, promoting the declaration of live-in relationships, and simplifying adoption procedures. However, the bill excludes population control measures and exempts the Scheduled Tribes, who form 3% of the state's population.

The draft recommendations were developed by a government-appointed panel led by retired Supreme Court judge Ranjana Prakash Desai. The committee's extensive consultations included collecting 2.33 lakh written responses and engaging with nearly 60,000 people through over 70 public forums. The final report spans four volumes and contains 749 pages of recommendations.

Chief Minister Dhami has affirmed the state's commitment to implementing the UCC by November 9. The introduction of the UCC in Uttarakhand could set a precedent for other BJP-ruled states, with Rajasthan already signaling its intention to introduce a similar bill in its next assembly session. The UCC has long been a topic of national debate, aiming to unify personal laws across communities in India.
