Government Panel Recommends Action Against Former Intelligence Officer in Assassination Plot

A Union government committee has recommended legal action against Vikash Yadav, a former Research and Analysis Wing (RAW) officer, for his alleged role in orchestrating a foiled plot to assassinate Khalistani terrorist Gurupatwant Singh Pannun. Pannun, a dual US-Canadian citizen, was targeted in 2023, according to an indictment filed in New York City.

The Ministry of Home Affairs confirmed that the enquiry committee, established to probe Yadav's alleged links with criminal gangs and the drug mafia, has submitted its findings. The report highlights Yadav’s criminal antecedents and recommends swift legal proceedings against him.

“The committee received full cooperation from US authorities, pursued leads provided by them, and scrutinized relevant documents. It also examined several officials across agencies,” the ministry stated. The recommendations include system enhancements to strengthen India’s response capabilities and improve coordination on sensitive matters.

The US Attorney’s Office for the Southern District of New York charged Yadav with "murder-for-hire and money laundering" for attempting to eliminate Pannun. The FBI, which investigated the case, accused Yadav of recruiting Indian national Nikhil Gupta in May 2023 for the plot. Gupta was arrested in Prague in June and extradited to the US, where he pleaded not guilty.

Yadav and Gupta allegedly contracted an individual to execute the assassination for $100,000. However, the hired assassin turned out to be an undercover FBI informant, thwarting the plan. FBI Director Christopher Wray emphasized the agency’s zero-tolerance policy for threats against individuals exercising constitutionally protected rights.

The Ministry clarified that Yadav is no longer employed by the government, underscoring India’s commitment to addressing any misconduct within its ranks. The case has prompted calls for improved oversight and operational safeguards to prevent similar incidents in the future.
