A high-level U.S.-Russia meeting in Saudi Arabia on Tuesday, involving Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov, has intensified these fears. Washington has reportedly excluded European leaders from the talks, instead soliciting their views through a questionnaire on security commitments.

The Paris summit, attended by major European leaders and NATO officials, concluded without a concrete action plan. France and the UK advocate for stronger security assurances, including potential peacekeeping troops in Ukraine, while Germany remains hesitant. French President Emmanuel Macron emphasized the need for "strong and credible security guarantees" to avoid the failures of past peace agreements.

British Prime Minister Keir Starmer signaled willingness to deploy forces if a lasting peace deal is reached but stressed the need for U.S. backing to deter further Russian aggression. Meanwhile, NATO chief Mark Rutte reaffirmed Europe’s commitment to Ukraine’s security.

As war rages on, Russia refuses to relinquish occupied territories, while Ukraine insists on being part of any negotiation. Danish Prime Minister Mette Frederiksen warned against a rushed ceasefire that could allow Russia to regroup. Ukrainian President Volodymyr Zelenskyy, currently visiting the UAE, dismissed the U.S.-Russia talks, asserting that no agreement made without Ukraine’s involvement would be valid.
