History

Management consulting grew with the rise of management as a unique field of study. The first management consulting firm was Arthur D. Little, founded in 1886 by the MIT professor of the same name. After World War II, a number of new management consulting firms formed, most notably Boston Consulting Group, founded in 1963, which brought a rigorous analytical approach to the study of management and strategy. Work done at Boston Consulting Group, McKinsey, Booz & Company, and the Harvard Business School during the 1960s and 70s developed the tools and approaches that would define the new field of strategic management, setting the groundwork for many consulting firms to follow. In 1983, Harvard Business School’s influence on the industry continued with the founding of Monitor Group by six professors.

Vision

The quest of power to establish superiority is a common trait of human race. Hence throughout history, politicians have always needed advice, whether formal or informal. Cicero, Roman author (106 BC – 43 BC), was probably one of the earliest advisers to politicians.

Three major events have signaled the beginning of the modern era. The first was the nomination of John F. Kennedy for President in 1960.  Kennedy was able to become the Presidential nominee without an extensive amount of help from his party’s consultants.  He hired his own range of consultants who were loyal to him and independent of the party. This was the beginning of the decline of the importance of parties, especially as in their consulting role. It was at this time that candidates became aware that they could build their own networks and organizations and still be successful.

The second event was campaign finance reform. Because of the reforms, candidates had to broaden the base of donors who would give smaller contribution amounts. Thus the need for fundraising consultants was created and only continued to grow as money gained greater importance in campaigns.

The third event involved communication technology.  In fact, changes in communication technology have spawned an entire host of political consulting specialties. The specific technologies that have had the greatest impact are computers, the Internet (including blogging), and the ability to easily record and distribute video technology. Each of these areas requires an expertise that a layman is not equipped to provide to a candidate. Therefore there has been a rise in the demand for consultants who have expertise in gathering, storing, and collecting such related communication data.

Political consultants have always had a place in politics. Beginning with the battle over the ratification of the Constitution and the first contested Presidential election to today’s political world, political consultants have been making an impact on elections whether in the form of volunteer consultants, political parties’ organization and outreach, or independent professional consultants. The Global Consultancy Project surveyed the professional attitudes and role definitions of 502 external political consultants, party managers, and political party staff members who were involved in campaign and communication planning in forty countries. The survey was conducted between January 1998 and August 1999.  The survey found that 57% of all US consultants have worked overseas, mostly in Latin America and Western European nations, but also on every other continent in the world. The study also found that one-third of the interviewed party managers and external political consultants outside the United States have cooperated with a US consultant in the recent years. It is also pointed out that although American consultants work in greater number of countries than their international counterparts, many non-US consultants are building impressive client lists outside of their home countries. Western European firms are also offering consulting services world wide. The survey found that forty percent of the East and Central European respondents have recently cooperated with a US consultant, while fifty-two percent report cooperation with Western European consultants. While US consulting techniques and experience are looked to the most, other countries, especially Western European countries, are important international actors as well.

Crisis management during an election campaign.

Handling a crisis during a campaign generally means two things. One is that our candidate is doing terribly badly and we are short of time. Something similar to a world championship boxer who reaches the last round punch-drunk and reeling under his opponents blows.

In this kind of situation, we have no time to carry out detailed studies of the electorate in order to plan campaign stages in which a whole spectrum of different voters are brought on board step by step. We have to play against time and against the negative impression our candidate has built up for himself. In this event, we have to engage in fancy tactics, because the time for elaborate strategies is over.

How do we carry out these fancy tactics? We try to do the following:

  1. Knock over the playing board, that is, upsetting the positions taken up until then by our candidate and our opponent and which have led us to the verge of defeat.
  2. Make a sudden, shocking change in our candidate’s image, to make everyone sit up and take notice.
  3. Bring about a negative change in the opponent’s image, trying to make him make mistakes. In a crisis situation, our opponent’s mistakes are much more powerful vehicles for raising our candidate’s standing than his own positive actions. By no means does this involve mud-slinging as this would, on the contrary, strengthen our opponent’s position.
  4. Count on extreme social groups: public opinion leaders, the politically uninformed and the uncommitted. Either for personal motives on the one hand or lack of interest or information on the other, these are the easiest groups to recruit in the heat of the campaign. We must have access to the press, to be able to reach those who dictate public opinion. Set in motion a day-by-day, tactical “war-room”. We must also have enough television air-time, to reach the uninformed. Bear in mind that, just two to three weeks before the elections there will still be at least a quarter of the electoral roll which has not decided how it is going to vote. These votes, belonging to uninformed people, are generally enough to turn an election, but they have a problem, they normally vote for the one who looks like he is going to win and that is not our particular case. That is why in an election crisis management situation, we have to create a fifth effect.
  5. We should create a sensation of power; we should, by various means, create the effect of having turned events upside down; that what people took for granted a week before is no longer certain.
  6. All of these effects are common practice in election campaign crisis management. For things to work there must be perfect harmony between the client and the consultant because, when the election is all but lost, there is no time to argue the specialist’s tactical options. Besides, crisis management is far more costly, because it generates much higher levels of stress and because the consultant’s professional reputation can suffer collateral damage along with the candidate who is in dire straits
  7. Why do we perform crisis management then? Because for a consultant they are, by far, the campaigns which offer the greatest incentives to win.
